Real-name Registration Introduction and Guide

1. 《The Telecommunications (Registration of SIM Cards) Regulation (the "Regulation") has taken effect on 1 September 2021 to implement the Real-name Registration Programme for Subscriber Identification Module (SIM) Cards ("Real-name Registration Programme"). The Regulation requires that, users should complete real-name registration for their SIM cards with their telecommunications service providers from 1 March 2022. All SIM service plans ("SSP") and PPS cards require real-name registration before activation.

* All unregistered SIM cards will be deactivated on 24th February 2023 without prior notice if registration is not completed on or before 23rd February 2023 (inclusive of that date).

2. Notice on the Limitations for Real-name Registration of Prepaid SIM Cards

Individual Users: Each user can register a maximum of 10 prepaid SIM cards.

Corporate Users: Each user can register a maximum of 25 prepaid SIM cards.

If the user has reached the limit for registering prepaid cards, both individual and corporate users can unbind their prepaid SIM cards by logging into the SCT real-name registration platform. Once unbound, the prepaid SIM card cannot be recovered. If you have any questions, please contact our customer service for inquiries.

Users who wish to check the number of prepaid cards registered under their name can do so by logging into the SCT real-name registration platform or by contacting our customer service for identity verification to complete the inquiry.

3. Applicable ID documents

  • • Hong Kong SAR Identity Card^
  • • Macao SAR Resident Identity Card
  • • Exit-Entry Permit for Travelling to and from Hong Kong and Macau
  • • Passport#
  • • Hong Kong Business Registration Certificate*
  • ^Holders of HKID card must use their HKID card for registration.
  • #Hong Kong Special Administrative Region (HKSAR) Passport、British National (Overseas) passport and soft copy of ID is not acceptable for registration.
  • *Only applicable for registration by corporate users and not for individual user registration.
  • The above types of ID documents must be presented in original form for real-name registration; soft copies or photocopies cannot be used for registration.

4. For those Mobile service which require to complete Real-name Registration Program

  • • Any data service SIM using in Hong Kong.
  • • Any mobile service including Hong Kong Mobile number with Voice/ SMS/ Data service (using in Hong Kong or outside Hong Kong).

5.Real-name Registration Method

Users must undergo real-name authentication through SCT's real-name registration platform before they can use the prepaid SIM card. Users are required to submit original photos of their personal identification documents and fill in their personal information for the real-name registration verification.
Users holding a Hong Kong ID can complete the real-name registration through "iAM Smart." If users choose to register via form filling by OCR methods the prepaid SIM card will not be activated immediately and will require manual review, which is expected to take 1 working day.

6.Steps for Real-name Registration for "iAM Smart" Users (Applicable Only to Holders of Hong Kong IDs)

1. Users click to select the appropriate user type.

2. After selecting the type of identification, users choose “Continue with iAM Smart”for real-name registration. If users select “Form Filling with OCR” method for registration, real-name authentication will require manual review before the prepaid SIM card can be used, with an expected review time of 1 working day.

3. If the user has already downloaded and registered the "iAM Smart" app on their device, they can directly click "Already an “iAM Smart” User” to proceed. If the user has not registered as a "iAM Smart" user, they can click "Register “iAM Smart” to register for iAM Smart.

4. After clicking " Already an “iAM Smart” User", the real-name registration platform will redirect to the "iAM Smart" app on the user's device. Click "Open iAM Smart" to obtain personal identity information.

5. Once the "iAM Smart" app successfully retrieves the user's personal identity information, the user must verify if the information is correct. If accurate, they can click the "Agree to use" button below to confirm, indicating their consent to provide personal identity information through the "iAM Smart" app.

6. The personal identity information extracted from the "iAM Smart" app will be automatically filled into the real-name registration platform.

7. In addition to obtaining the user's personal identity information, the user must also upload a photo of the original identification document for verification. Next, enter the SIM card number or Hong Kong mobile number for real-name registration and insert the card into the phone while keeping it online to receive verification code information.

8. Fill in the email address (optional) and agree to the User Statement before submitting to complete real-name authentication.
If the identification information is correct, the prepaid SIM card service can be used once the real-name registration is successfully submitted.

7. User Notices

  • • User shall complete the registration of their SIM cards with their own original identity document.
  • • Hong Kong identity card holders should use "iAM Smart" to complete real-name registration for pre-paid SIM ("PPS") cards. Otherwise, SCT will manually verify the registration information submitted upon receipt of the relevant registration requests, and the relevant PPS cards will be activated after completing all the necessary procedures.
  • • SCT are required to arrange sample checks on the registered information from time to time. In case of irregularity, the users concerned should cooperate with SCT in confirming the registered information or else the relevant PPS card will be deregistered and cannot be used afterwards. For easy identification by users, SCT will use the Registered SMS Sender ID "#SIMREG" to send the relevant SMS notifications.
  • • User shall not provide false information and/or false documents in completing registration which could constitute a criminal offence.
